Philippe Garneau
Closure and Rehabilitation Technical Community Lead / Principal Engineer
Brisbane Office
Philippe Garneau, BEng, MSc, is a Professional Engineer focusing on mine waste management, environment, rehabilitation and closure.
He has worked in mining operations and consulting for nearly twenty years, managing projects at all stages of development, from scoping studies for greenfield sites to legacy assets. His work spans the globe, including the Americas, Oceania, Europe, Russia, Central and SE Asia, the Middle East and Africa. He is well-versed in culturally diverse environments and leads multi-disciplinary teams across time zones to complete closure studies and implement closure designs.
Philippe’s experience makes him a specialist in mine closure and mine waste management for mining operations at all stages of development. He understands the legislative requirements associated with mine closure in various jurisdictions and the applicable industry codes and standards, and he can develop governance structures. He is sought after as a technical lead for mine closure due diligence reviews for the mining financial sector and to conduct third-party reviews of mine closure plans and cost estimates for financial reporting. Philippe has developed the closure design of mine waste storage facilities and the initial design and management of these facilities.
John Milsom
Senior Principal Engineer

Based in our Hunter Valley office, John is a Senior Principal Engineer with thirty years of experience. His key practice areas include strategy selection and risk management, analysis and design of mineralised waste cover systems and facility governance within the context of the GISTM.
John joined ATCW following a 25-year career as a technical and business leader in mining and mineral processing operations, where he was directly accountable for decommissioning and rehabilitating a significant portfolio of facilities and assets. If you are dealing with challenges related to acid mine drainage, mine-site water management, rehabilitation liability planning, and decommissioning construction works, he has probably dealt with similar issues.
Darren Pemberton
Principal Engineer

Darren is a tailings and civil geotechnical engineer with over twenty years of consulting experience in Australia, the Middle East and South America. During his career, Darren has worked on projects in the civil, geotechnical and mining engineering fields with significant emphasis on the geotechnical and water management aspects of tailings and water storage facilities.
His speciality areas include geotechnical site investigations, embankment design, project management, stability and deformation analyses, foundation assessments, life of mine planning, feasibility studies, tailings and water management, geotechnical characteristics and behaviour of mine tailings, liquefaction analyses, construction management, quality assurance and quality control, preparation of operation and maintenance plans, dam surveillance and safety reviews, closure and rehabilitation of tailings and water storage facilities.
Darren has extensive experience in the closure of ash and coal tailings storage facilities and is an expert in the capping of soft tailings deposits. He works closely with clients to develop safe and cost-effective capping closure solutions. He is a strong advocate for closure planning at project inception, with regular closure plan updates throughout the project lifecycle.
Darren has managed multi-disciplinary teams to deliver successful closure of tailings storage facilities, which has included the development of initial closure plans, detailed investigations and design, technical support during closure construction activities and post-closure monitoring.
Nicola Logan
Principal Hydrologist

Nicola brings over twenty years of experience, specialising in mine water management, catchment hydrology, environmental flow assessment, and dam planning and yield assessments. Nicola has extensive experience in tailings water management and mine water management through concept development, design, construction, operations and closure. Site experience has also given her a strong understanding of the practicalities and complexities of managing water on mine sites.
Nicola offers operational and strategic support to open-cut and underground mines globally, with a focus on tropical hydrology. Her projects span Australia, Africa, South America, Laos, Indonesia, the Philippines, and Papua New Guinea. Recently, she has worked on various closure studies, including PRCP and ERC, to prepare sites for a transition to successful closure.
Katie Carter
Principal Environmental Scientist

Katie is a Chartered RACI Chemist and environmental professional with over twenty years of experience. Katie’s technical skillsets include mine closure (including PRCP & ERC in Qld) and operational and environmental management for the resources sector across multiple commodities. She is skilled in permitting and approvals, and regulatory liaison & compliance for mining and infrastructure development, contaminated sites assessment, construction environmental management, landfill environmental management and closure and drinking water and wastewater treatment. Katie’s extensive background includes governance across a range of resource and non-resource sectors.
Katie’s sector specialisation includes engineering and environmental consulting, resources sector operations (mining, processing, ports), construction and mining contracting, and government (water and wastewater utilities and local government waste management). She understands key drivers across multiple sectors and enjoys collaborating with multi-disciplinary teams in Australia and New Zealand.
Melissa Salt
Senior Principal Scientist

Melissa is a Senior Principal Scientist and Certified Professional Soil Scientist who provides environmental solutions to the waste, construction, and mining industries. She has gathered thirty years of experience working for state government agencies, consultants, and construction companies across Australia.
She has skills in wastewater and biosolids reuse, environmental impact assessment and environmental auditing. She specialises in designing, constructing, and maintaining cover systems and phytocaps to rehabilitate landfills and mine waste storage facilities.
Melissa enjoys applying her sound soil science knowledge, modelling expertise, excellent communication skills, and practical experience to benefit her clients’ project outcomes.
Joel Eadie
Associate Engineer
Sunshine Coast Office
Joel has over ten years of experience and involvement in a diversity of projects related to the design and construction of tailings storage facilities, water dams, landfill cells and capping systems for mine waste facilities. His background includes construction quality assurance, geotechnical investigation and analysis, hydraulics and hydrology and regulatory compliance. Joel is competent in using industry-standard modelling software, including GeoStudio, 12d Model, various CAD and GIS packages, GoldSim Pro, TUFLOW, Flo2d, HEC-RAS and XPStorm.
