ATC Williams was engaged by Southern Downs Regional Council (SDRC) for detailed design, construction quality assurance and superintendent services to develop Cell 3 at the Warwick Central Waste Management Facility landfill. Cell 3 is a geosynthetic composite lined cell for the containment of putrescible waste. The depth of the cell is constrained by shallow sandstone, and the shape is truncated on the north-eastern side to avoid impacts to an existing water main. The project included a stormwater dam to manage surface water runoff and a leachate storage tank farm to assist with managing leachate generated in the new cell.

The design team reviewed all information, such as the geological characteristics of the site, groundwater monitoring, services, existing infrastructure, historical information, and annual airspace consumption, to assess risks, inform design constraints and clarify customer requirements before proceeding with the design.

 

We assisted SDRC during the tender phase by providing technical advice to ensure that the client was well-informed of the construction risks before selecting a Contractor. Construction phase assistance included acting as the superintendent and providing Construction Quality Assurance (CQA). This provided efficient project continuity and ensured a fast response time from the designer on any project changes or queries.

 

Although the project was delayed due to weekly rain events during construction, the team remained flexible and ensured SDRC was continually updated on impacts to the program. The construction also provided an educational opportunity for SDRC, nearby regional councils and the Queensland Department of Environment and Science.

Construction of Cell 3 was completed in October 2021, allowing landfilling to commence for select waste, with bulky wastes completing the final landform of Cell 2. ATC Williams continues to assist SDRC with waste-related projects such as rehabilitating historic landfills, capping of exhausting landfill cells and other environmental monitoring requirements.
